Define the question

The scheme and requested scope are agreed before evidence is sampled so that the assessment does not drift into generic claims.

Test implementation

Documents are not treated as sufficient by themselves. Records, observation, interviews and outcomes are sampled where applicable.

Publish proportionately

The public record states what was recognised, what was excluded, the current status and the decision basis without exposing confidential evidence.

Sample by scope and risk

The audit plan defines the inspection universe before selecting evidence. Sampling reflects material variation in sites, modes, languages, products, roles and learner or candidate groups; convenience alone does not determine the sample.

Classify findings and verify closure

Each finding identifies the requirement, objective evidence and affected scope. A nonconformity closes only after proportionate correction, cause analysis and evidence that the action operates effectively; a promise or revised document alone may be insufficient.
